Why establish authentic sources of information?
Authentic sources of information offer the following advantages:
- An authentic source of information is a source of information that may be presumed to be correct.
- The information needs to be stored only once and can be read by other files, redundancies are avoided.
- A lot of information has to be requested from citizens and business only once.
- When information included in an authentic source of information that is in general use is amended, the change has to be passed on only once.
- There is a fixed data structure for key information, so there is more mutual exchangeability of information.
- Authentic sources of information can be used when new applications are developed, with the bulk of the data structure already being available towards this end.
In short, authentic sources of information are a key component of an eGovernment policy for creating a more straightforward, more efficient and more cost-effective service.
Types of authentic sources of information
Not every source of information is an authentic one. Within the collection of the information sources various sub-collections may be singled out, ranging from (authentic) sources of information to general compulsory basic registers.
Non-authentic sources of information
Data sources created by separate (public) bodies solely in the light of their own insights and needs, so that quality cannot be guaranteed. In many cases these data sources contain:
- double entries;
- incorrect information;
- missing information.
Authentic sources of information
Top quality sources of information, offering explicit guarantees in the case of the quality of the information and the ways it can be used.
Registers
Authentic sources of information created to meet legal or decretal rules, which may be used by other entities.
Basic registers
Registers that must be used by other entities.
Examples:
Aim of creating authentic sources of information:
The aim is to produce a system where information is collected only once and reused as many times as possible:
With a register the reuse is limited to the voluntary reuse of the stored information between entities within one policy area, or between entities within several policy areas.
With a basic register the reuse principle implies that the stored information must be reused by all entities within the policy areas that require this information for their operations.
What authentic sources of information are absolutely necessary?
The following authentic sources of information are important for a large number of entities within the Flemish public administration:
There are also various other sources of information acting as authentic sources of information. Examples are geographical files with the collective installation, a file with all the streets and a file with all the public transport lines, etc...
