An overview of eGovernment organisations

Fedict as a central actor

FEDICT, the Federal Government ICT department is responsible for the general strategy with regard to eGovernment. However, at the same time the intention is to develop good cooperation with the communities and regions. In addition, every federal government department has the competence to achieve its own projects.

In addition to determining the basic strategy for the Belgian eGovernment policy fedict is also developing some basic infrastructure. Fedict’s mission is described as follows:
“Fedict aims to develop and follow up a common strategy for eGovernment. We do this by developing solid basic infrastructure, additional services and supporting projects. In addition, we promote and monitor the policy to achieve this strategy, supervise federal government services with their implementation and cooperate with other governments’.

Other important actors

Electronic identity card

The  electronic identity card (supplemented with the citizens’ token and  the civil servant’s token) forms the cornerstone of Belgian eGovernment.

National register

The national register registers all natural persons with Belgian nationality. In addition the national register can serve as a way of passing on information. The databank of the national register is used by all the councils to keep the population registers up to date. Because of its summary of all Belgians the National Register is a very useful databank for eGovernment applications.

Social Security Crossroadsbank

The Social Security Crossroadsbank is the federal motor and  coordinator of eGovernment in the social sector. In this way it serves as the portal to all sorts of data related to persons. It is the most important databank for eGovernment applications.

Crossroadsbank for Companies

The Crossroadsbank for Companies contains all the basic data for companies and their established units. For this purpose it uses all the data from the national register of legal persons, the register of companies, from the VAT and the RSZ. As a result it is a very important source of eGovernment applications.

BELGIF

BELGIF is the Belgian contact point for interoperability. This means defining the way in which technical systems, people and organizations work together.                                  

Privacy commission

The privacy commission (Commission for the protection of personal privacy) is an important actor in relation to eGovernment. After all, this commission decides on the protection of personal data. Therefore it decides which data may be saved and consulted, amongst other things, to create databanks for the purposes of eGovernment.
