The Coordination of Flemish eGovernment

The Coordination unit for Flemish eGovernment (CORVE), a team in the division eGovernment and ICT-Management, plays a central role in the design of Flemish eGovernment. This unit is a separate entity, which cooperates with the other departments of the Flemish government.

The main activity of CORVE is to develop the back-office aspects of eGovernment. In that context CORVE plays a coordinating and stimulating role and is developing infrastructure with systems that are jointly used and generic services. The aim of this infrastructure is to facilitate the cooperation between the administrative entities.  

CORVE’s vision

Information and communication technology (ICT) is a means and a lever to optimalise the activities of the government. However, ICT is not only a means of achieving more efficient and more effective government activities.  ICT is above all a means of achieving accessible, demand-oriented, simplified and integrated government services.                            

Development of the back-office

The eGovernment policy of the Flemish government was initially focused on the development of the Flemish portal site. Today the emphasis is on creating a back office which performs well. After all, the back office forms the strong foundation on which Flemish eGovernment is built.

Partners of CORVE

The Flemish partners are:

  • Agency for Geographical Information Flanders (AGIV)
    responsible for stimulating and coordinating the use of geographical  information in Flemish government.

  • The Flemish Infoline
    responsible for the development of the portal site for Flanders and the provision of first-line information for citizens and businesses.  www.flanders.be
  • The various policy areas for the services related to specific issues and actually achieving eGovernment

  • Interdisciplinary Institute for Broadband Technology (IBBT)
    This is an institute established by the Flemish Government, which focuses on ICT and the development of broadband technology. In this research institute, eGovernment is one of the five focus fields.
    On the site there is a blog and links to IBBT documents, as well as information about the IBBT.
  • Flemish Institute for Research into Scientific and Technological Aspects (viWTA)
    The viWTA is a research institute affiliated to the Flemish Parliament. Its aim is to stimulate the social debate on science and technology. By observing the scientific debate and technology in Flanders and outside, the aim is to contribute to a good quality social debate and a decision-making process with strong support.
    On this site you can find information about this institute, news on the current projects and all sorts of publications.
  • Support centre for administrative organisation Flanders (SBOV)
    This consortium recognised by the Flemish government (the Catholic University of Leuven, the University of Antwerp, the University of Ghent and the Ghent Institute of Higher Education), carries out research that is relevant to policy and collects data, focusing on the modernization of the administration and the policy. The cluster on new relations between citizens and policy is one of the four clusters which will be focused on in the next few years.

The Flemish eGovernment vision

The Flemish eGovernment focuses on developing the back office. This is done on the basis of sharing data using authentic data sources. These sources are made available through the MAGDA platform.

Furthermore, the Flemish eGovernment works in a demand-oriented way on the basis of projects and working groups.

eGovernment in local and provincial governments

Although the local and provincial governments are, strictly speaking, part of the Flemish government, these policy levels constitute a separate administrative world.
