eGovernment for provincial and local governments

Local and provincial eGovernment is carried out by the municipalities and provinces in cooperation with public and private partners. CORVE plays a supporting role in this. A study on intergovernmental eGovernment examines how this role can be determined.

Actors

The cities, municipalities and provinces also take quite a large number of eGovernment initiatives. At the local level cooperation is also important, even if it is only on a scale that it sufficient to be able to develop initiatives. The interests in the field of ICT and eGovernment are defended by the Vlaamse Vereniging van Steden en Gemeenten (Flemish Association of Cities and Municipalities) (VVSG) , the Vereniging van de Vlaamse Provincies (Association of the Flemish Provinces) (VVP) and the Vlaamse ICT Organisatie voor lokale besturen (Flemish ICT Organization) (V-ICT-OR).

A number of service providers play an important role in local governments: the best known of these are CIPAL, CEVI, Remmicom and Schaubroeck. These and other service providers are an important partner for anyone who wishes to achieve local eGovernment.

A number of cities and municipalities have united together in cooperative partnerships. Examples of these cooperative partnerships are digipolis (digipolis is a cooperative partnership between Ghent and Antwerp) and intercommunale Leiedal (the Leiedal intercommunity project) (cooperative partnership between the municipalities in the Kortrijk region). In addition, a number of businesses have specialised as service providers for local governments. These businesses provide specific software aimed at the development of a municipal front-office and back-office.
The cities of Ghent, Antwerp and the Flemish government have united in the cooperative partnership for the local service indicator, which provides a summary of the local services in your neighbourhood (Ghent, Antwerp, the Flemish government).
They are working on a Product catalogue, i.e., a structured inventory of services provided by the various governments. The project is trying to develop a list of products through an open forum.
The 'Vlaamse vereniging voor informatie- en communicatietechnologieverantwoordelijken in het lokale bestuur (Flemish Association for information and communication technology responsibilities in local government) (V-ICT-OR) is an important organization in local eGovernment.

CORVE’S ROLE

CORVE would like to play a role in strengthening local government. On the one hand, this can be achieved by examining the needs of local and provincial actors. On the other hand, MAGDA will gradually be made available to the provinces in the future. After all, from the very beginning the MAGDA concept has taken the services provided for local and provincial governments into account.

StudY into the needs of local and Provincial actors (IBM)

In January 2007 the Flemish government started a strategic study on integrated eGovernment. In this study the Flemish government, the VVSG and the VVP aim to examine what projects the Flemish government can and should set up for eGovernment to be supported further by local governments. After all, intergovernmental cooperation is essential in eGovernment. How can the cooperation between different governments and the services for cities and companies be improved? In this respect the study does not simply aim to provide a scientific analysis, but together with the local governments it wants to find and describe specific projects which can help to achieve the aim of eGovernment.

The ambition of this study is to encourage governments to implement local eGovernment with a concrete action programme. This action programme will indicate which specific actions have greatest priority for the Flemish government to support local eGovernment.
Meanwhile the results of this study have become available.
