Security - Access Control Management

ACM ensures a secure and user-friendly web access for information and services of the Flemish Government to citizens, businesses and civil servants.

With ACM it becomes possible to authenticate, identify and authorise visitors. In this way it is possible to determine exactly who can have access to what.  ACM is extremely important with regard to the protection of your personal data.

ACM allows for the communication with citizens and businesses to take place via one central electronic gateway. To do this you can use your electronic identity card (eID) or the federal token, with which you can also submit your tax return via the internet.


ACM is actually a collective name for a number of functions which ensure that you can gain secure access in a simple way. Because of the introduction of these services it is possible to install a single user friendly, cost efficient and reliable electronic gateway for every eGovernment application. Whenever this gateway is adapted to a higher level of security, your underlying application is also better secured.

  • Authentification controls whether the person who is presenting themselves is who he says he is.
  • Identification checks the group to which the user presenting himself belongs in the context of the service that is visited (e.g., a civil servant, teacher, doctor, lawyer, etc.). On the basis of the identification the user can be given access rights.                            
  • Authorisation ensures that the identified and authenticated user gains access only to the services and information available to him.
  • Single-sign-on ensures that the visitor only has to present himself once per visit to one or more of the websites linked to the ACM.
