The Flemish integration projects 2010

The VIP programme is intended to support projects which contribute to a client-friendly and electronic, as well as simplified government, both in terms of content and financially. From 2005-2008, 45 projects were selected, which were supported for more than 3 million euro. In 2009, CORVE changed on a permanent project cycle, where projects can be submitted ongoing

VIP-projects

CORVE has organised since 2005 VIP-projects. By means of an annual project call, CORVE supported eGovernment projects which contributed to a client-friendly and electronic, as well as simplified government.  This way CORVE supported those projects both in terms of content and financially.
After four years (and co financing 45 projects for more than 3 million euro) this can be seen as a success. For –and by- these projects, CORVE has developed the MAGDA-platform. It’s now an indispensable cross point for fact exchange between the different governments; federally, Flemish and locally.

Authentic sources

All kinds of new services and new forms of service were developed.
The focus of CORVE moved more and more of purely supporting VIP projects towards systematic developing the access to authentic sources. The approval of the Flemish Parliament Act on Electronic Administrative Communication and the enshrining of the ‘once-only data collection’ principle was more than ever a sign for CORVE to act as an Flemish integrator of services.

New approach

CORVE decided to change the model of cooperation with his potential customers.  The annual call for projects will be replaced by an ongoing recall to potential customers. CORVE wishes to be permanent available for their customers. These customers can be interested in collecting data from an authentic source or being an Flemish authentic source (as mentioned in the Flemish Parliament Act on Electronic Administrative Communication).
When a customer reaches CORVE with such a question, CORVE will decide if the question is general enough (and if it can be arranged within the budget and planning of the MAGDA-platform). If so, the project can be supported as well in terms of content as financially.

Businesscase

CORVE will publish a business case, that can be used by potential-projects. When the potential-project is selected, CORVE will finance a part of the costs to develop the new reusable services that are needed. The amount of this co-financing is related to the scope of the project and the available resources of CORVE (budget and staff).

And VIP 2009?

VIP 2009 will not exist, because most projects are long-period projects. CORVE expects to receive the project proposals (business cases) and make the selection of it end 2009, begin 2010. Therefore, these projects will be labelled VIP 2010.
